During the May Day Rally held at Downtown East on Friday, May 1, Prime Minister Lawrence Wong addressed an audience of over 1,600 union representatives and tripartite stakeholders, outlining how artificial intelligence will fundamentally alter the nation’s economic landscape. While acknowledging the profound disruptions ahead, the Prime Minister emphasized that the government’s primary commitment is to safeguard the workforce rather than individual positions.

Navigating the Unavoidable Disruption

Wong openly admitted that the rapid advancement of AI technology will inevitably lead to workplace transformations. He noted that certain roles will vanish and the speed of change will outpace previous industrial shifts. However, he assured attendees that economic restructuring will simultaneously generate higher-quality employment opportunities. “I cannot promise that there will be no disruption. Jobs will change. Some will disappear. And the pace of change will be faster than anything we have seen before,” Wong stated. He followed this by reiterating the administration’s core pledge: “But this I can promise you: as our economy transforms, we will create new and better jobs. We may not be able to protect every job. But we will protect every worker. Because in Singapore, every worker matters.”

The Prime Minister highlighted how AI agents have evolved well beyond basic conversational bots. He explained that these systems can independently manage intricate workflows, reducing the need for large teams to complete tasks that previously required multiple staff members. “AI will not just improve productivity. It will disrupt and reshape entire industries,” he warned.

Recognizing widespread public apprehension, Wong addressed common fears regarding job security, skill relevance, and future opportunities for younger generations. He drew parallels to the mid-1990s, when he entered the workforce alongside the rise of spreadsheet software. While Excel reduced the demand for data entry clerks, it simultaneously created a surge in demand for accountants and analysts capable of leveraging the technology. “AI is far more powerful than spreadsheets. So the impact on our workplaces will be much greater,” he noted.

Policy Measures and Workforce Support

To manage the transition, authorities are implementing several strategic initiatives. These include strengthening the SkillsFuture program and consolidating Workforce Singapore and SkillsFuture Singapore into a single organization. Additionally, the government plans to expand the use of company training committees to tailor AI adoption strategies to the specific needs of different sectors and enterprises. “The government will provide the tools, the pathways, and the support. But we also need Singaporeans to step forward. Do not let anxiety or uncertainty hold you back from learning and using AI,” Wong urged. He concluded his message on technological adoption with a clear directive: “AI is here to stay. So, embrace it, learn it, use it and master it.”

In a recent Budget address, Wong also revealed that individuals enrolling in designated AI upskilling programs will qualify for half a year of complimentary access to premium AI software. He further referenced a quote from Mr Nisar Keshvani, a Singaporean who recently returned via an SAF repatriation flight, to underscore national unity: “Whether it is an energy crisis, or the AI revolution, we will look after our own. No Singaporean will be left behind.”

Tripartite Response and Future Challenges

Union representatives echoed the need for a cultural shift in how the workforce approaches technological change. NTUC President K Thanaletchimi stressed that overcoming hesitation requires a collective mindset adjustment across employers, labor groups, and policymakers, emphasizing that skill acquisition remains possible at any age. “The only impediment that may make us go slow or stop us from doing certain things is our mindset,” she observed.

Nominated MP Sanjeev Kumar Tiwari, who serves as general secretary of the Amalgamated Union of Public Employees and sits on NTUC’s Central Committee, noted that similar concerns exist within the public sector. He highlighted Wong’s distinction between job preservation and worker protection as a particularly resonant message.

NTUC Assistant Secretary-General Yeo Wan Ling, who also holds the executive secretary position at the National Transport Workers’ Union, commended the practical assistance being offered, such as subsidized training and software access. She pointed out that logistics and transport sectors are already grappling with automation pressures, particularly from autonomous vehicles. Furthermore, she raised questions about how the existing employment framework will accommodate platform workers and the self-employed, who may require tailored support structures.

The recently established Tripartite Jobs Council, launched by the National Trades Union Congress, aims to address these challenges by coordinating efforts between labor, business, and government entities. Wong concluded the rally by affirming Singapore’s historical resilience, noting that while the nation remains vulnerable to external shocks, its collective solidarity has consistently enabled it to overcome past crises and will continue to guide it toward a secure future.
