The Public Service Division (PSD) announced that Singapore civil servants are expected to receive a total bonus equivalent to 1.7 months of pay for the year 2025. This payment package includes a 1.3-month Annual Variable Component (AVC) and an additional one-time allowance, with junior officers slated to benefit from an extra S$600.
Components of the Year-End Bonus
According to the PSD’s press release issued on Monday, November 24, all civil servants are eligible for the 1.3 months’ AVC. Furthermore, certain groups will receive supplementary payments designed to support lower-wage workers and align with National Wages Council (NWC) recommendations.
Specifically, officers in grades equivalent to MX15 and MX16, as well as those enrolled in the Operations Support Scheme (OSS), will receive an additional S$600. In addition to these components, all civil servants will continue to receive the Non-Pensionable Annual Allowance, commonly known as the “13th-month bonus,” amounting to one month’s pay.
Economic Factors Driving the Payment
The quantum of the year-end AVC was determined by the PSD after taking into account Singapore’s projected economic performance for 2025. The Ministry of Trade and Industry has revised its forecast, now anticipating that the Republic’s Gross Domestic Product (GDP) will grow by approximately 4.0%.
The agency noted that this determination was based on a comprehensive assessment of factors including the better-than-expected economic performance observed during the first three quarters of the year, alongside prevailing global and domestic economic conditions. The PSD stated:
The assessment takes into consideration the better-than-expected performance of the Singapore economy in the first three quarters of the year, as well as the latest global and domestic economic situations.
Furthermore, the decision was informed by labor market data from the Ministry of Manpower (MOM), which reported that employment conditions were “stronger than anticipated,” with total employment increasing at a faster rate compared to the previous quarter. The report also indicated that unemployment rates and retrenchments remained stable and low.
The PSD added that its final decision was reached after careful consultation with public-sector unions, ensuring alignment with NWC guidelines for the 2025/2026 period.
Bonus Comparison
The total bonus package represents a significant increase compared to previous years. In June, the PSD had announced a preliminary 0.4-month mid-year bonus (with junior officers receiving up to S$400 more). Combining this with the year-end payments means civil servants are set to receive a cumulative 1.7 months’ bonus for the entire year.
Consequently, junior officers are projected to receive one-off payments totaling up to S$1,000 in 2025. This total is higher than the amount disbursed during 2024, when civil servants received a cumulative 1.5 months’ bonus for the year.
